小室淑恵のコメント内容は以下の通りです
ーー週休３日制が普及するにはフェアな評価制度が必要である。これまではこなした仕事の絶対総量が評価基準だったが、これでは時間に制約のある従業員が低い評価を受けてしまう。これからは、仕事の総量ではなく、１時間あたりの成果や生産性を評価する仕組みが重要だ。日本は欧米諸国と比較して、時間外労働に対する割増賃金が安く、従業員の時間外労働がお買い得になっている。働き方を真に変えるには、民間企業に任せきりにするのではなく、経営者に対し、生産性の高い人を評価するように促す国の働きかけも必要だ。
“Japan’s overtime is a bargain” for businesses, said Yoshie Komuro, CEO of Tokyo-based consultancy Work Life Balance, arguing that governments should also push for companies to “effectively evaluate employees’ productivity.”
Not all governments, however, are on board with the idea of a shorter workweek.
